Issue #4 — The complete fire funding map (in progress)

Note on this line

The funding structure is now mapped: Clark County levies no fire millage (the state millage book shows none in the county breakdown), so rural departments run on dues, donations, and the county's $45,921 sales-tax pass-through, while the Arkadelphia FD is funded inside the city's budget. Departments identified so far: Arkadelphia FD, East Clark County Rural VFD, Okolona VFD, Whelen Springs VFD, and the Clark County Fire Association, a small 501(c)(3) that files only postcard returns. What remains offline: each department's dues schedule and finances — still the counter-visit half of Docket #4.

how this line is traced

Reconstructed — and the trail stops here. To see who this money actually reached, someone has to pull records, minutes, or a check register (that's Docket #4). It often stays dark.

There's another way. If the county paid this line from a transparent, line-attributed account, it would publish its own itemized transactions — payee, amount, date — the moment each payment cleared. No request required; the dead end becomes a list. That's the idea behind receipts by rails, filed as a solution to the transparency question — read it and weigh in.
